Brief Description of the Process of Measuring New Sub Division and Survey Fields in the Course of Maintenance

 

I. Rules:

  1. A.P. Boards of Revenue Standing orders – 34A – CHAPTER-2, Para 12, 13, 14,15.
  2. The A.P. R.O.R (Record of Rights) in land and Pattadar pass book rules 1989 of G.O.Ms.No. 255, Dt: 18.06.2016 of sub-rules (i) of rule (90).
  3. The A.P. survey departmental rules chapter-11, Para 20, 21, 22.

In the past, if the applicant filed an application to the Tahsildar to register the changes as separate subdivisions due to the transfer of land parts due to the sale, deed, gift etc,. It was recorded in Register-6 and sent to the Gram Karanam/Firka Surveyor for further action.

Presently, if an application is filed through the Grama Sachivalayam/MeeSeva for Patta Subdivision by paying the prescribed fee, the application will send online to the Mandal Surveyor. Sub Division Fee is not applicable when the Government is the interested party in order to form Patta Sub Division and new survey numbers. Patta Subdivision measure filed by farmers – duties to be performed. In the measurement of Government Subdivisions or Survey Number, survey duties are carried out by issuing 6(i) notices as per AP S&B Act Section 6.

II. Field Work: 

On the basis of village F.M.B., D-Sketch, all the boundaries of the field of the survey number to be subdivided, the sub-divisions and the survey marks on the ground, have been examined with the FMB and measurements of survey number should be checked. Any tri-junction on the ground shall not be assumed to be in correct position unless checked by more than three converging lines with the help of measurements recordes in F.M.B. In the case of a new subdivision boundary, the same rules have to be followed for determination and measurement of boundaries. Field boundaries or subdivision boundaries in survey numbers should not be changed.
To record the measurements of the new subdivision boundary, mark the measurement on the old boundary with a bracket ( ) in black ink and record the measurements of the new subdivision and subdivision lines in red ink. Both these part dimensions need to be adjusted to the old field dimension.

III. NOTATION (Allocation of Sub-Division Numbers):

New boundaries lines and new measurements should be recorded in red ink. After that the new subdivisions will have to be assigned a sub-division number. The rule is that the number given to the new subdivision should originate from the old sub-division number. The old sub-division number is 1 but the new subdivision numbers should be entered as IA, B, IC,. etc,. If the same old sub-division number is A, the new subdivisions arising out of it should be entered as A1, A2, A3, etc.

But presently as per “Andhra Pradesh Land Title Deed and Pattadar Pass Book, Rules 1989, Amendment Orders G.O.Ms.No. 255, dated 18.06.2016 – taking into account the notional subdivisions allotted to the Pattadar/1B account holder pursuant to sub-rule 1 of rule 19 Notation has to be given i.e. if Sub Division No. 2 is registered in village F.M.B. but the farmer who has already filed for the said Patta Sub Division has got Notional Sub Division No. ‘2B’ for his land as per R.O.R. Act then the same notation (2B) is given in this Patta Sub Division. should also be implemented

IV. Area computation:

The area of newly formed sub-divisions should be adjusted to the area of their parent sub-division. If the difference between the old and new areas of the parent sub-division is less than the allowance allowed (less than 5%), then the areas of the new subdivisions shall be adjusted to the total old area of the parent sub-division. If this difference exceeds 5% then the rules laid down for correcting errors in areas shall be followed (As per B.S.O.34A – Para 7 of Appendix XIV), the next prescribed proforma i.e. B.S.O.34A para 13(a), Sub-division statement in Appendix VII should be prepared.

V. Combining Sub-Divisions:

It should also be considered whether any subdivisions, including the existing measured subdivisions, are suitable for amalgamation. If any of the new subdivisions belong to the same Pattadar they should be merged. The sub-division thus formed shall be numbered as the lowest sub-division. No subdivision number of any of the merged subdivisions shall be assigned to any new subdivision subsequently created.

VI. New Survey Field:

When land has to be allocated for assignment in a large block survey field or for any other government purposes, if the block is broken up and the assignment is Ac. 10,00 will have to be divided into survey numbers as per the requirement of the government. Assessment is measured in sub-divisions according to the areas allotted to the beneficiaries. While setting up, one survey number should be assigned to the survey number of that block and the remaining survey fields should be assigned survey numbers from the last registered survey number in that village. Thus, in cases where new survey numbers are generated, the sub-division/block division record should be sent to the deputy inspector of survey by the Tehsildar for the purpose of preliminary examination of demarcation procedure and areas.

VII. Registering Changes:

After obtaining permission from Tahsildar, as per the proceedings of the Patta Subdivision, after the scrutiny is completed, the sub division statement in the sub division record is entered in Mandal Register 8A  Fasli wise and the respective 8A register serial number is written on the field pad and village F.M.B. The said old survey number should be canceled and inserted in that place. If any sub-divisions are merged while forming the sub-division then a remark to that effect should be written in register ‘A’ against the sub-divisions merged. As every change should be official, the Tahsildar will have to enter the 8-A number. This entry is B.S.O. 34A Para 13(a) shall be in accordance with the particulars of subdivision recorded in Appendix VIII. Legal formalities are not applicable for Patta Subdivision. That is, 6(1) notice, 9(1), 9(2) and 13 notifications are not required under the Survey and Boundaries Act.
