Survey Subdivision Procedure: Land Allocation, Alienation, Patta Subdivision, and More

1. Land allocation subdivision:(ASSIGNMENT)

  • When the farmers apply for assignment of government wasteland for cultivation should be entered in register no.4. The Mandal tahsildar sends the application to the concerned village revenue officer and revenue Inspector for further action. They have to report whether is there any objection to the land shown and whether the applicant is eligible or not. Next, the Mandal surveyor was instructed to prepare a subdivision record.
  • Firstly the Mandal surveyor will give 6(1) notice. Mandal surveyor subdivides the portion of barren land occupied. The subdivision record will be sent for scrutiny by the Deputy Inspector of the survey. If the land is Poramboke, the report was given by VRO on if there is no objection by respective departments, tahsildar will inspect the land and give orders to survey to measure and make sub-division record by Mandal surveyor.
  • After the subdivision record is prepared and sent to the Deputy Inspector of survey for scrutiny. after scrutiny, it sends to the tahsildar. RDO and joint collector conversion proposal may send to register no.7 and register no.8A. That the tahsildar will give orders to surveyors to bring make changes to village accounts.
  • After making changes in village accounts, in the 8A register write certified in Mandal copy and a report will be given. The Deputy Inspector of the survey will send LRD to make changes in Mandal accounts and next close the 8A file.

2. Land Alienation subdivision:

  • Firstly, the Mandal tahsildar Inspector land was given to the department and give an order to prepare subdivision records. The alienation proposal along with the subdivision record will send to the RDO office. If there are any changes at the time of scrutiny may also need to be made changes in the alienation proposal. It is advisable to make a proposal only after records have been scrutinized. Those who want land should attach their request letter along with the panchayat resolution if the land is located in Panchayat premises. If the Land located in the municipality should be attached with the municipality resolution. If the land belongs to the public water Department or roads and building department on which the Land is located must obtain their permission.
  • If required it can be recorded in register number 7 or register number 8A and subdivision records can be sanctioned and changes can be made in a village and Mandal accounts, after the permission orders of the concerned department and authorities.

3. Land ceiling subdivision:

  • The surplus land is identified by a special deputy collector and how much surplus land is there can be taken to the government from which location of the field should be identified and take a statement from the landlord and send to the tahsildar. (or) special deputy collector or authorized revenue officer should send them an authenticated sketch based on the sub-division record that should be made. That authenticated sketch or other landlord consent statement and subdivision record should be sent for scrutiny. (Part-1)
  • If an assignment is proposed in surplus lands, the subdivision record prepared in stage 1 should be sent to scrutiny(3 sets) for surplus land, and for assignment (3 sets) sub-division record (2nd stage) should be prepared and sent for scrutiny.
  • In this, there is no final scrutiny. it doesn’t come in to register no.7.the scrutiny should be registered in an 8(A) register as 1st Stage and subsequent assignment as 2nd stage and submitted to the concerned Mandal tahsildar for further action.

4. Patta land Subdivision:

  • Anyone who applied for a petition about the Patta subdivision must attach documents, receipts, and court fees stamp. This should be entered in register no. 6 and next the Mandal tahsildar verify the ownership of land and looks into whether suitable objections are there or not.
  • The proceeding should be given to the Mandal surveyor to make a subdivision record. the subdivision record (3 copies) should be made precisely the subdivision of Land of the petitioner should be shown on FMB without any area error. All parties must sign the subdivision statement. it doesn’t fall into register no.7 and should be entered in register no.8A.The covering letter along with Mandal Tahsildar proceedings 8A number and subdivision record prepared by Mandal surveyor along with the registered documents should be sent to the Deputy Inspector of survey for scrutiny.
  • It doesn’t have special scrutiny and changes can be made in the village accounts before the pre scrutiny. Documents are only for reference and as for enjoyment survey is to be done. If the extent of the petitioner is less than the registered extent if the extent exists in adjacent holders requested by the petitioner. if the adjacent holders agreed and take the consent of the statement and the area difference should be shown. If the adjacent holders didn’t agree with the help of the village elder or the Civil court changes should be made.
  • Therefore the surveyor informs the tahsildar through a record showing the difference in areas and subdivisions is not allowed to do. ROR subdivisions also take place in the manner described above.

5. Relinquishment subdivision:

  • All the applications for the relinquishment of Patta lands will be registered. All such land will be registered as assessed waste. The part fields which are held to release may do subdivision and the classification may change to government land and tax may reduce.
  • After the revenue inquiry is over the relinquishment is separated into two parts

           Part 1 consists of sanctions for relinquishment

           Part 2 consists of correspondence

  • The government is interested since the classification of Patta land is changed to government waste and no subdivision fee is recovered.

6. Blocks splitting subdivision:

  • Waste block splitting is a process of granting patta or for other purposes when an old survey number with a record extent of more than 50 acres is in a village and forming new survey numbers.
  • Surveys and boundaries act should be followed in case of block splitting. The matter should be announced in the village by 6(1) notice before the commencement of the Survey program, and that should be certified in the notice.
  • The survey number boundary should be demarcated as per the old survey record. new survey fields should be formed with an extent of 5 to 10 acres, in that case, durable demarcation stones are also planted and surveys are to be done in D &O System manner. Roads, gramakantams, etc,. should be marked as subdivisions in the survey field.
  • The subdivision record (5 copies), FMB sketches, D sketches(with stone abstract), location sketch, correlation statement, area list, last survey number certificate, RSR or FLR or SLR extract, POB certificate, land register, subdivision statements, adangal extracts and tentative sanction approved by tahsildar and proceedings with tahsildar office should be sent to assistant director for scrutiny.
  • When forming new survey numbers in the record thus prepared, the survey number should start with the number of the last survey number of the village. After completion of scrutiny and received the record to Mandal office and enter 8A number and should be entered in village accounts.
  • If there are no objections received, the survey officer should certify 9(1) of S&B ACT and 9(2) Notice should be issued.2 months from the date of issue of notice, if no objections are received and the action should be taken to publish Section-13 Gazette.
  • The record should be sent for final scrutiny to the assistant director and after receiving the file, entered in Mandal accounts and the file should be closed.
